At long last, the government of Liberia has launched the Resettlement Action Plan (RAP) payment for the construction of two major overpass bridges.
The ongoing payment which started on Thursday, September 15, 2022 is done through the Ministry of Public Works, as well as Ministry of Finance and Development Planning.
The project is titled Implementation Agreement of Two China-Aid Overpass Bridges Project on Tubman Boulevard in the Republic of Liberia.
The ongoing compensation to the Project Affected Persons (PAPs) will pave way for the construction of two major Overpass Bridges, expected to start in October this year.
It is estimated that 34 structures and 39,084.71 square feet (1.01 acres) of privately owned land will be directly impacted by the Project within the vicinity of the Ministerial Complex in Oldest Congo Town, while 9 structures and 4,965.84 square feet of privately owned land will be directly impacted by the Project at the SKD Boulevard Junction.
According to Public Works Minister, Ruth Coker-Collins who launched the compensation exercise, the total amount for the Resettlement Action Plan (RAP) is US$1,002,659.63, and it is solely funded by the Government of Liberia.
In August 2018, the Government of Liberia signed a US$54Million Grant Agreement with the Chinese Government for the construction of two overpass interchange bridges at the Ministerial Complex and SKD Boulevard Junction aimed at easing the traffic congestions along those corridors.
In separate remarks, the Acting Deputy Minister for Technical Services and the Deputy Minister for Administration, Dave T. Sleweon and Joseph P. Todd respectively lauded the Chinese Government for the gesture, noting that the Government of Liberia remains committed to improving the Infrastructural Sector of the country.
For her part, Musu Doe speaking on behalf of the Project Affected Persons thanked the Government of Liberia for the Project.
Madam Doe said while relocating to another homes can be discomforting, development normally comes with pains.
In 2021, the Liberian government concluded discussions with the People’s Republic of China for the construction of two overhead bridges along Tubman Boulevard in Monrovia.
Based on the Exchange of Letters signed on September 9, 2019, by and between the Government of People’s Republic of China and the Government of the Republic of Liberia, China agreed to undertake Two China-Aid Overpass Bridges Project on Tubman Boulevard in Liberia.
International Economic Cooperation of the Ministry of Commerce of the People’s Republic of China and the Ministry of Public Works of the Republic of Liberia reached the consensus on specific issues through friendly consultations and full exchanges of ideas, and signed the Implementation Agreement of the Project under the following terms and conditions.
